European Investment Plan Spurs Hope of Recovery

Given the devastating impact persistently weak investment can have on economic growth prospects, the European Commission has made increasing investment one of its main policy priorities. Early this month, the Commission noted that growth prospects “are still limited by a weak investment environment,” its growth having languished since the Global Financial Crisis (GFC). Indeed, lackluster investment, which is still 17% below its pre-GFC peak, has weighed heavily on the Eurozone recovery. What, if anything, can policy initiatives do to spur investment against a background of structurally weak global demand?
